BUDGET ANALYSIS AND REVIEW (BARC) (standing, Council)
History: Established by Council in January, 1969, and implemented by amendment to ALA Bylaw Article VIII, Secion 2(a) on June 25. Replaces the former Committee on Program Evaluation and Budget. Became a Council committee in 1972. The ALA membership voted in 1996 to rename the committee and modify its charge.
BARC has SEVEN MEMBERS WITH FOUR-YEAR STAGGERED TERMS; REAPPOINTMENT NOT PERMITTED. The ALA Treasurer (ex-officio, voting), two (2) members of the ALA Executive Board, with staggered two-year terms, and four (4) members appointed by the ALA President from the general membership. The chair of the committee will always be one of the non-Board members.
Charge: To review the proposed budget, as forwarded by the ALA Executive Board, in the context of the ALA strategic plan, annual priorities, and budget assumptions. To review the financial performance of the Association and the budget impact of potential actions of ALA Council. To make budget recommendations to the ALA Executive Board and to report to Council regarding budget analysis and process.
